Coast Community Health Center is governed by a volunteer board of directors.

Our board directors are residents of Coos and Curry counties who take an active role in shaping the direction of the health center and the progress of health care in our region.

Health centers are governed by volunteer boards of directors. Health center boards are unique among nonprofit organizations because federal law requires 51% of board members to be patients of the center, which helps the center be responsive to patient and community needs. Health center boards must fulfill the general roles of other boards and additional requirements of the Health Resources and Services Administration (HRSA) Health Center Program. These requirements are outlined in the Health Center Program Compliance Manual. Health center board roles can be grouped into three categories: Strategy, Oversight & Policy, and Board Functioning.

Meet our Board of Directors

Anne Goddard, Board Chair 

Background

Anne has lived in Bandon for 47 years. Having received her Masters Degree in education, she taught in Bandon schools for 40 years. She chose/chooses to serve on the Coast Community Health Center Board of Directors for a few reasons. Having retired from teaching, She has a need to give her time to volunteering to her community. She believes affordable healthcare for the residents of the Southern Oregon Coast is necessary and important and she wants to support CCHC in this mission. She has stated that she personally needs healthcare and she wants to support that care both as a patient and as a board member.

Beth Wood, Vice Chair

Background

Beth recently retired from being the co-owner of Bandon Mercantile Company, established in 1985, in Old Town Bandon. An avid outdoor and arts enthusiast, Beth is a member of the Bandon Dunes Golf Club and a Bandon Showcase committee member. She served on the Bandon Chamber of Commerce Board of Directors for 20 years, including one term as President. She is a former chairwoman for the Bandon Economic Development Committee and served for 10 years with the Cranberry Festival Committee. She studied political science at the University of Wisconsin and Western Colorado State University.

Joe Wegner, Board Treasurer

Background

Joe grew up on the Southern Oregon Coast and served as a CPA and Auditor for 40 years before retiring. He graduated with an Accounting Degree from Portland State University and a Business and Marketing Degree from Oregon State University and chose to serve on the Board of Directors for Coast Community Health Center to assist senior leadership in better understanding financial issues that face Southern Oregon. He has served two terms as the Treasurer for CCHC’s board. In his off time, Joe enjoys spending time with his family and being engaged in his community.

JJ McLeod, Board Secretary

Background

JJ lives in Bandon. He retired in 2016 from the South Coast Business Employment Corporation (SCBEC). His tenure with SCBEC spanned more than 40 years, including 33 years as the organization’s Chief Executive Officer. His work included management of up to 85 employees and administration of the private non-profit organization providing job training and placement in Coos and Curry counties, as well as support for senior nutrition, social and health services, and public transportation. His experience and mindset make him uniquely qualified to serve on CCHC’s Board of Directors.

Clark Kocurek, Member at Large

Background

Clark lives in Port Orford and joined CCHC after nearly a decade of experience in healthcare. He entered the industry supporting Texas’ Medicaid and Medicare program operations, and then moved to Oregon and joined OHSU in Portland. He has specialized training in data privacy and security regulatory compliance. He holds “Certified in Healthcare Privacy Compliance” (CHPC) status from the Health Care Compliance Association and is a “Certified Information Privacy Professional” for the United States region (CPP/US) by the International Association of Privacy Professionals. Clark is excited to serve on the Board to support CCHC’s mission of delivering affordable, high quality healthcare to the south coast.

Ginger Swan, Member at Large

Background

Ginger is a long-time resident of Bandon having moved here from Oklahoma in order to “live in paradise”. She retired from Coos County after 30 years having first as the Developmental Disabilities Program Manager and then as the Director of Coos Health and Wellness. Her previous experience includes working as a mental health therapist in various hospital settings including specialty care such as eating disorder units and behavioral health centers. She also worked in psychological services within the Oklahoma prison system, is a former Special Education teacher, held a private practice and was an adjunct professor for the University of Tulsa in both undergraduate and graduate studies.

Joseph Caspary, Member at Large

Background

Joseph is a local resident. He has been a patient of Coast Community Health Center since it’s inception and has been involved in it’s growth and expansion into CCHC contributing to the building leasehold improvements, assisting with construction and facility projects, renovations, and construction and creation of the Bandon Pharmacy. Joseph has had a passion for quietly assisting people in the community, and beyond his self-employment you will find Joseph enjoying the bounties of South Coast outdoors, fishing, gardening, and cooking.

MJ LaBelle, Member at Large

Background

Retired from Escalate, a medical audit company, in 2021. Born and brought up in Gloucester, Massachusetts. Attended Massachusetts General Hospital School of Nursing in St John’s College in Annapolis, MD. Degree in Classics/Philosophy and Licensed as a nurse since 1967. Besides clinical nursing, owned and ran five clinical audit and case management companies, of which DataMetrix was the largest. She started two professional organizations: Medical Audit Association of California and the American Association of Medical Audit Specialists. With this experience she is an incredible resource to Coast Community Health Center’s Board of Directors. She has two sons and is passionate about medical finance and distribution in the rural United States.

Sally Glunt, Member at Large

Background

Sally has returned to serve as a board member after a couple of years off. She previously served for 7 years, including 3 years as the Board Chair. During her initial tenure, Coast Community Health Center established an on-site pharmacy and built the clinic in Port Orford. After retiring from the board, she continued to support CCHC as a volunteer clinician during COVID-19. Sally has been a Registered Nurse, and Family Nurse Practitioner for over 30 years.  With her experience as a healthcare provider, she brings a unique outlook to CCHC’s Board of Directors.

Steven Borror, Member at Large

Background

Steve is the former Director of Golf for Bandon Dunes and has served on Coast Community Health Center’s Board of Directors since 2019. Steve is a community member and with his business mindset he brings a lot to the table for CCHC’s board and assists in finding fundraising opportunities.

Mari Lochhaas, Member at Large

Background

Mari is a member of the Port Orford community and dedicated to supporting health care in the area. She is a former Merchant Fisherman and avid explorer. Mari is passionate about her community and brings community insight to Coast Community Health Center’s Board of Directors.

Committees

Our volunteer committee members support Coast Community Health Center in making the best use of its fiscal resources, and they help us maintain connections with other community businesses and organizations.

Audit and Finance

Our Budget and Finance committees is responsible for overseeing and monitoring the Coast Community Health Center’s annual budget. Their responsibilities include:

  1. Review monthly financials
  2. Review the annual audit, and execute recommendations from the audit  approved by the Board of Directors

Quality Improvement/Quality Insurance

Our Quality Improvement – Quality Assurance committee advances the organization’s mission, program goals, and concept of quality. The committee is lead by our medical director, who assumes responsibility for the quality of health services within the health center, and is supported by staff who directly affect services or have decision making responsibility. Their responsibilities include:

  1. Reporting to the board as quality performance goals are achieved and on areas identified for improvement, with appropriate corrective action steps
  2. Assessing policy and procedures pertaining to clinical measures, staffing credentials, patient satisfaction, staff satisfaction, and other operational topics
